Naim: Hamas ready for comprehensive deal, partial agreements are thing of the past

GAZA (Palestine Foundation Information Center) Senior Hamas official Bassem Naim has affirmed the Movement’s readiness to negotiate a single, comprehensive agreement that would lead to a permanent ceasefire, the full withdrawal of Israeli forces from the Gaza Strip, the reopening of crossings, and the initiation of reconstruction— in exchange for a serious and honorable prisoner exchange deal.

In a press statement on Wednesday, Naim emphasized that Israeli Prime Minister Benjamin Netanyahu and his far-right government remain the sole obstacle to such an agreement, driven by personal and political calculations. “This remains the position of the Movement, and without it, no deal will be possible. Any illusions Netanyahu promotes to prolong the war will cost everyone dearly—especially their own prisoners,” he stated.

He firmly rejected the notion of incremental agreements, saying, “The deception of partial deals in exchange for food and water, while the genocide continues, is a relic of the past.”

Meanwhile, Khaled Qaddoumi, Hamas’s representative in Tehran, asserted that any proposed ceasefire that does not take into account the rights and interests of the Palestinian people will not be implementable.

Speaking at a political event hosted by the Society for the Defense of the Palestinian People in Tehran on Tuesday, Qaddoumi said there is “a national and factional consensus among Palestinians rejecting any agreement that fails to fully halt aggression, ensure Israeli military withdrawal from Gaza, and deliver a meaningful prisoner exchange.”

He added, “The term ‘catastrophe’ is no longer sufficient to describe the dire conditions in Gaza,” warning of an ongoing genocide facilitated by tacit approval from the United States and Western governments.

Qaddoumi stressed the need for concrete actions, not merely expressions of solidarity. “It is time for decisive, effective pressure and action from Islamic countries in support of Palestine,” he said, criticizing several Arab and Islamic states for failing to take any meaningful steps to stop the Israeli military crimes.

He further described the global boycott movement as one of the most important and effective tools of resistance. “The Zionist entity aims to seize more Palestinian and Arab lands and continue its massacres as part of its goal to establish a ‘Greater Israel’,” he warned.
