Rebuilding Gaza will take seven years, says Ali Shaath

GAZA, (Palestine Foundation Information Center), Dr. Ali Shaath, head of Gaza’s technocrats administration committee, said rebuilding the Gaza Strip is first and foremost a humanitarian priority, estimating that the enclave will need at least seven years of sustained work to recover and emerge in better condition than before.

In radio remarks on Wednesday, Shaath said the core mission of the committee is to secure dignified living conditions for Gaza’s population, starting with adequate shelter, food, healthcare, and education. He noted that prefabricated housing units will be used as a temporary solution in the initial phase.

Shaath explained that early shelter plans will run in parallel with rubble removal, which he estimated would take up to three years. Debris will be recycled, with part of it reused in construction and environmental protection projects.

He added that the reconstruction plan, prepared by the World Bank in cooperation with Palestinian ministries, is based on three phases: emergency relief lasting six months, a recovery phase of up to two and a half years focusing on infrastructure and basic services, followed by long-term rebuilding and development.

Water, electricity, and education are among the top priorities, he said, stressing the need to repair and expand desalination plants, restore electricity production, and urgently compensate for the severe learning losses suffered by Gaza’s children and youth.

Shaath emphasized that the technocrats committee operates in coordination with the Palestinian Authority and Arab partners, with no political or military mandate, and that its work is funded through an international reconstruction fund supported by Arab and international donations.
