UN Chief Urges Implementation of Second Phase of Gaza Ceasefire

GAZA, (Palestine Foundation Information Center), United Nations Secretary-General António Guterres urged on Thursday the initiation of the second phase of the ceasefire agreement in the Gaza Strip, emphasizing that this stage entails a full withdrawal of Israeli forces from the territory.

Guterres stated that the requirements of the next phase go beyond the delivery of food, stressing the need for a comprehensive response to the humanitarian situation and reconstruction efforts in light of the vast destruction inflicted on Gaza.

He also underscored the importance of halting settlement construction, home demolitions, and forced evictions, as well as ending settler violence in the West Bank. Guterres reaffirmed his commitment to countering all Israeli efforts aimed at undermining the two-state solution.

The Secretary-General called for genuine pressure to be placed on Israel, including from the United States, which he said holds the greatest leverage in this regard.

This comes after US President Donald Trump announced the establishment of a so-called “Peace Council” and the official commencement of the second phase of the ceasefire agreement between Israel and Hamas.

The Trump Plan, consisting of 20 provisions, was adopted by the UN Security Council through Resolution No. 2803 on November 17, 2025. It outlines the implementation of the second phase through three components: the Peace Council, a Palestinian technocratic committee, and an international stabilization force.
