GAZA, (Palestine Foundation Information Center), The US envoy Steve Witkoff announced the launch of the second phase of President Donald Trump’s 20-point plan to end the war in Gaza on Wednesday evening. The phase includes forming a technocratic administration in Gaza, initiating reconstruction efforts, and implementing disarmament.
Witkoff explained that Phase two involves the establishment of a Palestinian transitional technocratic administration, called the “National Committee for Gaza Administration.” This body would be responsible for carrying out a comprehensive disarmament process, targeting all unauthorized weapons, while simultaneously launching major reconstruction projects.
The US envoy stressed that the United States expects Hamas to fully comply with all its commitments, including the immediate release of the body of the remaining Israeli captive. He warned that any violation of these commitments would result in severe consequences.
Witkoff claimed that Phase one of Trump’s plan had achieved “historic progress,” including expanded humanitarian aid entry, maintenance of the ceasefire, the recovery of all living captives, and the retrieval of 27 out of 28 deceased captives.
He expressed gratitude to Qatar, Egypt, and Türkiye for their critical mediation roles in achieving the progress so far.
The announcement comes amid media reports that the technocratic committee assigned to govern Gaza is nearly ready to begin, pending final agreements on security and policing.
Egyptian Foreign Minister Badr Abdel Aaty confirmed that an agreement had been reached on the names of 15 members of the technocratic committee. Several Palestinian factions have voiced support for these mediation efforts and for creating the conditions necessary for the committee to begin operations immediately in Gaza.
Speaking at a press conference in Cairo, Abdel Aaty said there had been consensus on forming the administrative body and expressed hope that its members would be officially announced soon, paving the way for implementing the remaining points of the plan and deploying the committee into Gaza.
Back in October 2024, both Israel and Hamas agreed to Trump’s 20-point plan, which outlines that Gaza would be managed by a Palestinian technocratic body under international oversight from a “Peace Council” during a transitional period.
Since October 2023, backed by the United States, Israel has launched a genocidal war on Gaza, leaving over 71,000 killed and 171,000 injured, mostly among children and women, and the destruction of approximately 90% of the region’s civilian infrastructure.
Israel continues to delay the implementation of Phase two, conditioning progress on the recovery of the last captive’s remains. Hamas has stated that locating the body may take time due to the widespread destruction caused by the war.
