IOF Raids West Bank Towns as Settlers Assault Palestinians Near Nablus

WEST BANK, (Palestine Foundation Information Center), Israeli authorities have issued two tenders for the construction of 91 new settlement housing units in the Oranit settlement, built on Palestinian land in the Qalqilya governorate in the northern occupied West Bank, according to the Palestinian Wall and Settlement Resistance Commission.

The tenders, published in early November, cover 86 apartments in a multi-story residential development and five additional units in low-rise buildings.

The commission said tender No. 224/2026, published on November 5, involves four plots designated for the construction of 86 settlement units.

Under the announced schedule, bidding is set to open on November 15, with December 21 established as the submission deadline.

The commission clarified that it published the tender notice before the detailed bidding documents became available and before applications opened. It emphasized that the tender should therefore be recorded by its publication date, not the start of the bidding period.

A second tender, No. 228/2026, published on November 3, covers three plots designated for five low-rise settlement units.

Bidding for that tender is scheduled to begin on November 16 and close on December 29. As of November 5, the detailed tender documents had not yet been published.

Together, the two tenders cover 91 housing units across seven plots in the Oranit settlement.

The commission stressed that the figures represent newly announced settlement tenders and do not indicate that construction has begun or that contracts have been awarded to developers.

Israel postpones bidding deadlines for 3,401 settlement units in E1

In a related development, Israeli authorities have postponed key bidding deadlines for a tender covering 2,167 settlement housing units in the controversial E1 settlement project, east of Occupied Jerusalem, near the Ma’ale Adumim settlement.

According to an update issued on November 5, the date for releasing tender documents and opening bids under tender No. 460/2025 has been moved from October 25 to December 1.

The final deadline for submitting bids has also been extended from December 21 to December 28.

The Wall and Settlement Resistance Commission emphasized that the changes affect only the bidding schedule and do not constitute a cancellation of the tender or a reduction in the number of planned settlement units.

The total number of housing units covered by the two E1 tenders therefore remains 3,401.

Of these, 2,167 units are included in tender No. 460/2025, while another 1,234 units fall under tender No. 186/2026.

The latest announcements reflect the continued advancement of Israeli settlement plans in the occupied West Bank, even as the bidding timetable for the E1 project has been revised.

Israeli settlements in the occupied West Bank, including Occupied Jerusalem, are considered illegal under international law, a position affirmed by the United Nations and the International Court of Justice.
