GAZA, (Palestine Foundation Information Center), Hamas spokesperson Hazem Qassem said Thursday that the Movement’s delegation is continuing its meetings with mediators in Cairo for the third consecutive day to discuss mechanisms for implementing the Gaza ceasefire agreement and advancing to its second phase.
In televised remarks, Qassem said the talks are focused on completing the remaining provisions of the first phase of the agreement while discussing practical approaches for launching the second phase. He said efforts are underway to develop workable mechanisms that would move implementation forward.
Qassem stressed that Hamas is treating all proposals with “seriousness and responsibility,” placing the interests of the Palestinian people first, particularly regarding ending the war in Gaza and ensuring the effective delivery of humanitarian aid.
He called on all parties involved to take serious steps to implement the agreement and to pressure Israel to comply with all of its terms.
Qassem also emphasized the need for the immediate activation of the National Committee for the Administration of the Gaza Strip, saying it would help address conditions in the enclave and support the success of the ceasefire agreement.
A Hamas delegation, headed by Zaher Jabarin, the Movement’s leader in the occupied West Bank, arrived in Cairo two days ago for talks with Egyptian officials and mediators on completing the implementation of the ceasefire agreement.
The discussions include ensuring Israel’s commitment to allowing essential supplies into Gaza, including materials needed to repair hospitals, bakeries, and critical infrastructure, as well as completing the remaining provisions of the agreement.
The meetings are also addressing a roadmap prepared by Nikolay Mladenov in coordination with the mediators for the second phase of the agreement. The plan includes activating the administrative committee and an international protection force, leading to the full withdrawal of Israeli forces from the Gaza Strip.
On June 13, Hamas submitted the Palestinian factions’ response to the proposed roadmap it had received on April 19, stressing the need to fully implement the first phase of the agreement, particularly its humanitarian protocol and the complete cessation of Israeli aggression in Gaza.
Throughout June, Cairo hosted a series of meetings involving Hamas, other Palestinian factions, and mediators, resulting in a unified Palestinian position. The current round of talks is focused on practical steps to implement the ceasefire agreement, complete the first phase, end Israeli attacks and targeted killings, reopen border crossings, and begin the work of the national committee for the Gaza administration.
